In a world where the ruling political party is based on extremist principles you are told when you can have a child and when you can’t. When the “Rains” fall for the next five years they act as birth control for the masses, add in the legalization of all drugs and the life of today’s youth is even more hedonistic than normal.
Drew Carrigan, college student, lives in the late 21st century where most diseases have been wiped out, a person’s life span goes well in his 100’s, and technology is ubiquitous. His friends consists of Stuart the ex-con, Rickey Lee the tech/music geek, Rain the street urchin and Troy who has a CPU implanted into his brain.
Extremist vigilantes that once were cleaning up the streets from gang violence are now the governmental leaders and have helped to impose population controls worldwide. Drew’s parents were two of the scientists that created this birth control that was literally rained down upon the people of the planet.
An old lost leader who helped move the Extremists from a vigilante movement to the White House comes out of hiding to free the people from the same population control initiatives he now believes are dangerous. But who is right and who is wrong weigh heavy on everyone including within Drew’s small circle of friends.
